About the Association of Primary Dealers Sri Lanka
In 1997, the Association of Primary Dealers (APD) was established to represent and advance the interests of entities licensed to operate as primary dealers in Sri Lanka's government securities market. Formed as a company limited by guarantee and not having share capital, the APD fosters professionalism, collaboration, and high standards of conduct in the debt securities market. At present, the APD consists of 10 active members authorized as Primary Dealers (PD) by Central Bank of Sri Lanka. Five of the 10 are from the banking industry, and the other five are stand-alone PD's.

Our Members & Governance
APD membership brings together Sri Lanka's licensed primary dealers, fostering collaboration, upholding market integrity, and promoting excellence in the government securities market.
Eligibility
Membership is open to licensed Primary Dealers, subject to approval by existing members, fulfillment of entry requirements, and payment of applicable fees.
Membership Obligations
All members must pay the required entrance and annual fees, and comply with the Association's code of conduct and governance framework.
Governance
Fosters trading instruments in Sri Lanka's government securities market, managed by the Central Bank and accessed through our licensed primary dealers.

The Council of Members comprises the President, Vice President, Secretary, and Treasurer, elected from among the Board of Directors. This leadership team oversees the APD's operations, provides strategic direction, and upholds the standards and integrity of Sri Lanka's primary dealer community.

On behalf of the Association of Primary Dealers (APD) of Sri Lanka, it is my privilege to
extend a warm welcome to our website. Since its establishment in 1997, the APD has been at
the forefront of fostering professionalism, transparency, and integrity within Sri Lanka’s
government securities market.
As the representative body of licensed primary dealers, our mission is to strengthen
collaboration among members, support sound market practices, and promote an efficient and
liquid government securities market. We remain firmly committed to advocating fair
regulation, enhancing investor confidence, and supporting the Central Bank of Sri Lanka in
its vital role of debt management and monetary stability.
The APD takes pride in uniting both bank-affiliated and standalone primary dealers under one
platform. Together, we provide a trusted gateway for investors to access Treasury bills,
Treasury bonds, and repo instruments — ensuring that government securities remain a safe and
reliable investment avenue.
